Long ago I had weird problems relating the turnsignals and headlights, but I don't remember the symptoms now. I do remember I bought a used turnsignal/multi switch and that solved the problem.
You can open the switch up, at least on the newer ones, and clean up the contacts. The headlight part, anyway. Careful bending of plastic ears, etc...
