I'd say keep the lug nuts tight too. I acquired a boat trailer in the fall with 
dual axles. Has small wheels and
tires - 12 inch by 4.80 if my memory is reasonably accurate. I suppose the idea 
is to keep the boat low to the
ground so that it is easier to launch and retrieve. In any event, I will have 
to buy new wheels as the lug nut
holes on some seem to have worn somewhat. I can only assume they moved around 
because they were not tight enough.
Needed new tires anyway so the wheels won't add too much to the cost. Trailer 
came to me as a gift so I am not
complaining too loudly.

It is absolutely imperative that you keep them inflated properly. I've also
noticed that balancing the tires makes them last a LOT longer - when I bought
my trailer, the original tires weren't balanced and wore wonky.
