Living in Va I know how they treat insurance. True, you can drive
without insurance - but they make you pay a high fee for doing so. In my
case the fee would have paid for the insurance for a year.
Don't know what the fee would be if someone with a lot of tickets and/or
accidents driving a fairly new corvette - but for me - reasonable good
record with a VW the fee was around $500 last I looked - which has been a
while

All states have financial responsibility laws but not all states require
insurance. Virginia and Washington D.C. are two examples.
