I have several times found return and/or supply ducts lying completely open/disconnected under houses and in attics. Luckily not my houses.

I have pretty well gone over everything from the basement to the second floor and only found a few things that weren't totally right. I have dampered down the downstairs and made sure everything is open upstairs, too.

I'm suspecting that I have some return issues on the second floor, as the returns in the rooms are on the ceiling, and in a couple of them I find little or no airflow (the "tissue test" like the one used for a 123 or 124 thermistor fan.)

Based on the "workmanship" (and I use that word loosely) I suspect I've got some crushed or crimped flexible return ducts in the attic space. Right now it's just too hot to be up there for any length of time, but on the next cloudy day or early on Saturday morning before things heat up I'm heading up there to check things out.

look for in-line dampers! Depending on the age and
installation, there may be dampers in the supply ductwork,
usually well hidden.

Sadly, it's likely that the ductwork to the upstairs is too
small. Might run through the attic and be
un-insulated, too, I'd check that as well. Flexible
ducting isn't a problem really, unless badly installed so
that the ducts are not open (as in stuffing excess ducting
in rathe than trimming it to lenght, resulting in a crimp
and no flow).

Especially check for loose connections for the upstairs --
I'd hate to think you were attempting to cool the attic!
