Watched a program on The History Channel recently where they demonstrated prestressed concrete using shapes - the shapes were poured nearby, allowed to cure then a number of metal rods or wires (like 1" OD) were pulled thru opening in the concrete shape - when the wiring/rods were compressed by tightening large metal thingies - kind of like nuts on a long stud threaded on both ends - then put it thru a form and put washers between the nuts and the form then tighten. Once stressed the concrete will be extremely strong!''

But may not reach 100% (whatever that is) in OUR life times. BTW, concrete is very weak in tensile strength (that's why it needs reinforcing bars - rebar), but is very strong in compression.

Concrete reaches about 90% tensile in 21 days, It continues to get higher the longer it cure. I THINK Hoover damn is abot 98% and creeping up.

I read somewhere that the concrete inside of Hoover dam was intended to take some huge amount of time, like 50 years, to cure.

When building very large concrete structures, like dams, pipes are built
into the concrete so cooling water can circulate to keep the concrete cool
as it cures to prevent cracking. New slabs are wet down & covered with
plastic dropcloths to keep the water from evaporating too quickly.

The curing is a chemical reaction between the cement and water - even if
it's cold, once the reaction starts it will create its own heat -
