At Eglin AFB, we did a variety of weapons testing against "hard" (aka reinforced concrete) targets. We always "cured" the concrete for at least 28 days before a test. I think the rule of thumb was that the concrete reached 90% of its ultimate strength in that time.

New slabs are wet down & covered with plastic dropcloths to keep the water from evaporating too quickly.
