At Eglin AFB, we did a variety of weapons testing against "hard" (aka
reinforced concrete) targets.  We always "cured" the concrete for at least
28 days before a test. I think the rule of thumb was that the concrete
reached 90% of its ultimate strength in that time.

Not necessarily INTENDED, it just naturally continues to cure for a very 
long time; curing curve is fairly steep for first 28 days then levels of and

only APPROACHES 100 per cent; may never reach it.  So, yes, concrete in 
Hoover Dam, or any dam, is still; curing.

I read somewhere that the concrete inside of Hoover dam was intended to take

some huge amount of time, like 50 years, to cure.

concrete trivia ;-)
When building very large concrete structures, like dams, pipes are built
into the concrete so cooling water can circulate to keep the concrete cool
as it cures to prevent cracking. New slabs are wet down & covered with
plastic dropcloths to keep the water from evaporating too quickly.

The curing is a chemical reaction between the cement and water - even if
it's cold, once the reaction starts it will create its own heat -
