I think all VW vans from the 1969 "loaf" vans on through the Vanagon were 1-ton vehicles. They just don't look it. I'm not sure about model years before 1969, though VW did offer some really low gearing options on the old split-windshield vans that suggest to me they were aiming for serious hauling capability. Finding tires for these vans that can handle their full weight capacity has gotten to be pretty tough; not many trucks use 14 inch wheels anymore, and you find a lot of Buses running around on passenger car tires. (They handle *much* better on truck tires, though.)
