DSL come in over copper phone wires. Not that hard for them to do, as
phone service is mandated by federal law.
How does she charge the laptop? Solar array?
Newer $350 laptops should be fine doing everything you outline. Will
have win7, dvd, and ability to get netflix

for electric power or cable TV, but she can get DSL just fine.
