That's their crazy way of sneaking/snatching another $.009 (9/10 of another
penny) per gallon from your wallet - their way of taking another penny per
gal from you without you realizing it. They seem to think we're too stupid
to see that $2.90 9/10 per gal. as $2.91 per gallon, which I do. Same type
pricing crap as selling an item for $2.95 or $2.99. They think we don't see
it as $3.00, which I do.

Most shopkeepers have a 'penny dish' on the counter by the cash
register.
You throw your pennies in there, and when the next guy's purchase is
10.03, he gives them a tenner and they take three pennies out of the
dish to balance it.
If the half cent was declared useless in 1857, then the cent,
nickel, and dime should be as useless now as the half cent was 150
years ago.
