Several houses in my neighborhood have been bank owned recently and I've
considered buying. One was so cheap it wouldn't have added $450/mo to my
current mortgage. Somebody with money could have bought half the neighborhood.
The cheap house was sold and the new owners have redone it and done a very good
job (better than I would have I think) and it looks like the house next door is
sold too (sign is gone and hired people have been working on it) so now we're a
whole neighborhood again, I like that, empty houses are sad. Detroit must be
super depressing.

Absolutely certain/sure.
BTW, in June 1980, I assumed the payments on a small house (1400 SF) out in
the country several miles from here. The bank was about to foreclose on it,
so when I assumed the payments, the owner/seller was able to keep his credit
record somewhat in tact. My younger son and I spent several hours during
the next 2 weeks painting the exterior trim and the interior. July 4th
weekend, 1980, a master sergeant retiring from USAF moved out of base
housing into that house; he's still there. His rent check is always in my
mailbox one or two days before the first of the month, every month. I've
painted the exterior again and put a new roof on it. I've put 2 new water
heaters in it and added a drain line to the septic tank drain field. The
tenant finished buying that house for me several years ago. 'Wish I could
have had a dozen houses and tenants like that. I had some others several
years ago, but the tenants were such a hastle, I sold the houses.
