Check the hose first. With the brake seized, open the bleeder or the loosen the hose at the caliper. If the caliper is really sticking it's probably rusty and may need more than just new rubber. I'd go with a reman or good used ... quicker, cleaner, and sure to do the job. But with a skidding tire, I'd guess a bad hose. You have been replacing brake fluid every three years or so ...
