Being the nutcase that I am, I suspect that's a flow control orifice for equalizing the flow to the rear evaporator -- check the inlet of the evaporator for a (plugged) orifice tube. It's possible that the orifice tube is up there, but then the line going tot he evaporator is going to have to be really skinny to prevent boiling the freon.

There HAS to be an expansion point in the evaporator, or you won't get cooling....
