Same here in Michigan.
Our vehicle property tax goes down for three years and then stays there, with a 3 year old car paying half of new, and a 24 year old car also paying half of new. At 25 years, you've got a pretty good incentive to license and insure it as a historic vehicle. If I were to license my 16v normally, the annual license fee would be more than the sales tax from when I bought it. So every year I license my 1977 Saab for $32, and then pay $8 to transfer the plate to the 2.3-16. Saves me about $95 that way, and the state has to give me a new plate every year. I don't make the rules, I just play by them.
