Based on the schools I am responsible for (two high schools, two middle 
schools, and about 14 elementaries, or around 11,000-12,000 students) the 
typical classroom has about 3-4 computers in it, and this is usually in the 
elementary schools, with the middle and high schools having fewer.  There is a 
lot of remediation going on at elementary level for the students, which is 
where the classroom machines are being used.  They aren't there for surfing the 
'net, nor are they used for that.  On average, there are around four to six 
different software programs being used by the elementary students for various 
reasons.  If you're in a Title 1 school, there are more, as they get additional 
funding and support for their kids.

Everyone else student-wise has to go to a computer lab to get computer time.  
This is usually about 30-45 minutes a week for the class.  There might be state 
mandated testing they are doing as well, but for the most part they are not on 
computers more than about 30 minutes a week.

As for TVs, they are used for morning announcements and the occasional DVD or 
scheduled broadcast viewing.  For the most part they are not used.  There is so 
much content available in other media that TVs are not used very often.  We 
used to have huge VHS libraries in the schools, and these have been pared down 
to maybe a few hundred per school if that many.  All the new educational media 
is coming in on DVD, that is, the stuff we are buying (which again, isn't much.)

As for what we refer to as teacher's aides, or assistant teachers, they are 
limited to Title 1 schools that get funding for them or for ESE kids who 
require some sort of support in the classroom.  That's all a part of Federal 
funding, and does not come out of the school's budget.  These people are 
mandated by the law - they aren't just hired arbitrarily.  If you have an issue 
with that you need to speak to your congressman/woman.
