Rich,
i understand the problem you're complaining about; some of the
LEOs drive ridiculously, whether on call or not.
i like the approach of using the radar gun to document the
problems in your area, but are you really providing pictures that
document yourself speeding while playing with a camera and testifying
to having driven faster than the guys you're complaining about in
order to catch up to them to take the pics?
cheers!

I snapped pics that showed (somewhat out of focus, but readable) my
speedo and the cop car ahead (from which the license plate was
visible). The first one was going about 55 in a 45 zone, about 8ft
off the bumper of the car ahead. I pointed out this guy had passed
me (as I was going the speed limit) then got right up on the bumper
of this other car, that was actually speeding too. I got up to their
speed to get the pic, maybe 6-8 car lengths behind. Time stamped
photo from my cam. The other guy just passed me, going way too fast,
I got behind him, took the pic, 15 over.
I and some other community agitators have been back and forth with
the Sheriff and his top guys for about a year and a half over people
driving like fools on our roads, which are very narrow and have very
large oak trees growing right on the edges. We have a very high
crash rate, and a fair number of fatalities. Speeding, passing on
yellow lines, tailgating, not paying attention and swerving all over
(the trees do not move when hit). We live on Johns Island, which is
the 2nd largest island on the east coast (maybe the US, I need to
look), and there is NO police presence here, no regular patrols, no
station. Nearest sheriff station is at least 5 mi away from the
island, 20 mi from my house. The county is 80 miles from one end to
the other, there are only 9 patrol officers for the whole county.
None of that is the Sheriff's fault as the county sets his budget,
but we have been asking for more presence and have had ongoing
conversations, I see him at county council meetings occasionally, so
in touch.
On the second one the offender called me about 30 min after I sent
the email, he was the Lt in charge of community relations, and a very
nice guy. We chatted for quite some time, then met later, he
acknowledged not paying attention and speeding, and was very
apologetic. (I asked him how that would go over with Judge Linen,
our local magistrate, he admitted "not very well"). Of course
getting his butt reamed by the sheriff probably had some energizing
effect, but he was very sincere and I think learned from it. We did
get more attention for a few weeks thereafter, but back to zero
again. I bought a sports radar gun ($80) and have occasionally been
taking vids of speeders and a running commentary of speeds, that has
got some attention too. Got them to install an unmanned radar set up
on one of the roads, and record speeds for a week, the highest speed
was a deputy rushing to an armed robbery down the road a bit, doing
110mph at 11PM (which on our roads is insane in the daylight) trying
to go the 20 miles as fast as possible to get to the robbery.
I continue to community agitate...

Tell us more. How did you get photos and how did you convince the
high Shire Riff?
I take my camera with me sometimes, and have busted 2 deputies for
1) tailgaiting and speeding and 2) speeding (65 in 50 zone). The
Sheriff was not amused at his guys' behavior when I emailed the
photos to him.
