I'd run it off a small tank under the hood, even a quart mayonaise jar will do. Plug the lines from the tank, and hook both the supply and return lines to the jar. You can conduct an accurate mpg test in a few miles this way. If your mileage still stinks, you know the problem is under the hood and not with a rusty line under the car.
