Spud peels are the worst because they swell up when you grind them in the disposer, then they get caught in the bends and what not. I had to clean my drains out several times when we had one in Houston because of that (and someone not using enough water, and feeding them in too fast, and generally not... well you get the picture). Municipalities also find them now to be clogging up the sanitary sewers with stuff, and it puts a heavier load on the treatment plant with solids that then need to be disposed of, and that costs money and requires a special landfill if they don't compost it and sell it (which also costs money and takes space and investment...). It's just easier to ban them than deal with stuff.
