A bad power supply can do all of the things you have happening -- all it takes is a drop in voltage to the CPU to kill it, and the PS can drop off line, too. Had the same problem myself occasionally with my brother's computer.

You should also check the temperature of the CPU in the BIOS -- if it's hot while idling (as in running the BIOS setup), the capacitors on the MB are going bad and allowing AC signal into the CPU circuit. Causes all sorts of issues, and can do nasty things to your drives, too.
