Pre-glow Relay. The relay has some self diagnostic circuitry; light failing to light or lighting at the wrong time or flashing all indicate a problem that requires service. When the fuse gets flaky, some times the diagnostic circuitry will discern a problem, sometimes it won't. -- Max, Charleston SC
