Glow plugs are like incandescent light bulbs; their resistance decreases
as they heat up. The current is a maximum when they are first energized;
it then decreases to the steady-state value.

IIRC, a W123 glow plug draws 15 - 20 A when first energized, which then
decays to 10 - 15 A.
