My state too, probably all states. Unless you're running code with lights on, you're not an emergency vehicle.
However, I've actually had a local judge tell me in open court that traffic laws do not apply to cops. Then there's the whole 'professional courtesy' bit where the cops conspire to give each other free passes for driving 95mph when off duty.
