Personally, I have long held the thought that driving license should require frequent and stringent skill tests, as well as physical exam requirements which also test for reaction times and ability to pay attention to details such as safety spacing, yielding to merging traffic and basic driving courtesy.
Said driving license should then be granted in classes which gave license for speed limits and lane travel.. ie. Unlimited License: Permission to travel in far left lane [or far right lane for you backward handed brits] at unlimited speed and horsepower. Down to Restricted License: Permission to travel directly to and from the house to the job, with no stops at the pub, only in the slow lane and never exceeding 35 miles per hour in a car not exceeding 20 Hp. [Something like that] The license tab on the car would reflect the license of the driver. It's done all over the world for aviation, why not automobiles? Airline Transport Pilots must pass a rigid physical exam every 90 days and skills re-certification for the particular aircraft every 6 months, for example, but can operate in restricted airspace at speeds approaching the speed of sound, yet need another clearance to exceed speed of sound, and more certification. Less speed, less responsibility, lower license rating. Pretty easy to see that not everyone now driving demonstrates their ability to do so safely and lawfully. Just drive to work and try to keep those less skilled ones from killing you. All the air bags, seat belts, crush zones and anti-lock brakes in the world won't save you from stupid, they will only assist in defining which wheel chair you live the rest of your shortened life in while in pain. Grant... AZ... Where defensive driving also means carrying at least one side arm, loaded and ready.
