I remember this story from a while back.

Talking on her phone did not help obviously, but probably the worst of it was that she was inexperienced and the Explorer Sport was a short wheelbase version that was about as unstable as the little short Jeep YJ things. Short, tall and boxy so the wind pushes it around. If you are not an experienced driver and accustomed to the vehicle, it would be easy to over correct - especailly if one panics.

So, I would say the cell phone is only one contributing element of this tragic accident and probably not the primary cause.
