There is voltage at the solenoid big terminal, and voltage at the solenoid control terminal. This data seems to be pointing to a solenoid that isn't engaging. Jim, do you agree?
Sure looks like it.
First try hitting it with a hammer. You can use a board or a pipe as a very large punch so you don't have to try to swing a hammer down there under the turbo. *smiles*
Hammer it, then replace it if that doesn't work. Those starters don't last forever. If it _does_ work, still replace the starter.
