The desal plant was a major boondoggle that never met expectations and ended up costing us (taxpayers) millions to even make it marginally functional.
I haven't checked on it recently, but last I heard it was running, but with a minimal effect on the system as a whole. We have a good grey water system in many parts of the County that is used for lawns and irrigation. Reclaimed water is readily available in many areas, and is mandatory for most new construction.
