That means the gauge is faulty... you can try cleaning it with some contact cleaner if you take apart the instrument cluster. If you hit the dashboard, you may find it will also jump around. If thats the case, 100 isn't really an issue.... 70 is probably more likely as the actual temp of the engine. I've only seen this go high, never low, when needing cleaning.
Normal its what you're used to, 80-95 or so. If you're seeing 70 after running a while, you probably has a stuck thermostat, which isn't too uncommon. Good luck with your $800 ride! Some of the most enjoyable cars I've owned were less than $1000. Theres something about the idea that the car owes you nothing. Anything it does right is positive return on the investment.
