Well the problem I believe is that the public transpo might not go to the places he needs to go at the times he would need to go there, in a "safe" and timely fashion. He actually has little interest in a car other than for this purpose as described below. He has been getting around by shank's mare, a bike, and the Metro, and he is content with that, mostly.

  The boy, who is in medical school in DC, asserts that starting next
summer he will need some sort of basic urban transportation device to get
to his various off-site locations in which he will be doing medical
edumacashun kinds of things.  I guess various hospitals in the DC area.  I
still have his 300SD here but he says that is too much trouble and he has
no time or inclination to fool with it.  IOW he need something that is
cheap, reliable, and will not cost a fortune (or effort) to maintain in the
DC area, nor likely be a target for miscreants.  He asserted $5k would buy
something.  [How he arrives at that figure, having no money of his own to
contribute at this point, is a mystery, but whatever...]

I am thinking of a basic cheap japmobile of some sort, but I suppose
anything would do.  He has a bike, but going various distances night and
day, rain and shine, hot and cold, etc.... a car seems to be indicated.

So the challenge for y'all is to come up with some ideas for something
that would fit the bill.  And if anyone has or knows of something that
might be available in 6 months or so that would comply with the
specifications, feel free to offer.  I did not win the lottery drawing last
night, so I am a bit constrained on the budget for this adventure.
