If the engine requires 10 or 15 minutes to get up to temp its either so cold you need a radiator blanket or you need a thermostat.
Alright maybe I'll grant you 10 minutes, I worked through it and my cars are absolutely up to temp by the time I pass the gas station headed out of town, thats exactly 5 miles from my house, about 8 minutes from the time I leave the driveway. I wonder how much the fuel consumption (and engine wear) increases when the engine requires ten or fifteen minutes of driving before the coolant temperature is normal.
