multiple possibilities,...

1- some people are poo-phobic, and can't bear to pick up even their own dogs messes. (IMO, people like this should not have dogs. or kids.) 2- some cultures don't pick up after their dogs; it's just not done (ever been to Pairs? covered in poo... seems that while it's OK to have a dog everywhere there, picking up after it is out of the question.) 3- some people are clueless enough that they don't ever consider that not everyone might enjoy stepping in their dogs mess. 4- some people are dickheadedly inconsiderate enough that they care if anyone steps in their dogs mess.

me? i *hate* stepping in dog poop. enough that when i pick up after my own dogs, i often pick up a few 'karma poops' as well from other people.

thanks for recognizing that this is a people problem, not a dog problem!
