Yes I've seen cables melt. My great uncle Reg (who had plenty of money) grew up during the depression and was a great one for buying the cheapest anything that would do the job. He carried the absolute worst jumper cables I've ever seen and patched them together with as little tape as he could get away with. Finally went to jump a car for a lady in a parking lot, I made the connections (of course he made me do it) and when she hit the key both wires at the truck end burnt right off.
