For Hotmail you might consider a Windows phone.  They seem to be well-liked
by their users, and are oddly cheap on Craigslist.

That said there is a Hotmail application (sorry, "Outlook.com") for Android:

Seems to be written as well as any other Microsoft application based on the
rating. :) There are also other hotmail-specific apps in the Play Store.

I don't think so, sorry. :(  The "gmail" app is a Google proprietary
application, so unlike the Mail app it is not open-source.
