If I understand the system correctly, the valve determines the height by filling the struts until the point is reached where the valve goes into neutral.

Yes, and that point is _supposed_ to be (approximately) the center
of travel of the cylinders.  I suspect that here there is additional
damage, and/or wrong parts, etc. so that the system is still all
out of whack.  The system is fundamentally simple, but the geometry
is critical.  The leveling valve is poorly named, its purpose is
NOT to make the car level.  Its purpose is to CENTER the suspension
travel regardless of load.  If the rest of the car is in proper
shape only THEN is the car level too.

Who was it that had black suspension oil?  Isn't that due to
the rubber in the spheres decomposing?
