Not sure how the throttle sensor on the Euro is set up but on the
US version ( 3 connector) the Left Connector controls Low Idle, Right
Connector controls High Idle Center is the Ground. By Default if the Sensor
goes bad or becomes disconnected it goes to High Idle position.
If I can get over this CRUD that my wife so kindly shared with me I'll
go have a talk with my Indy and see what he can come up with.

Kaleb,

High idle speed and surging at light loads make me think of a vacuum leak. I would look for a loose hose somewhere. Putting a vacuum gauge on it might help and should show about 20 inches Hg at light steady cruise speed.
