I've never heard of a starter not shutting off!

Not that weird. It is called a sticking bendix. May also be caused by the bushing at the nose or tail being worn out. Nothing that new brushes and bushings and a new bendix won't cure. If you take it out and inspect the bushings and they are ok, then you might try just cleaning and lubing the splines the bendix runs on.

BMW /5 clutches have the same problem. You have to take the clutch out and thoroughly clean M and F splines every couple years. Lube with neverseez, then reassemble. Otherwise you do unexpected wheelies if the RPMs are up or kill the engine if RPMS are low.
