All freight companies are like that. They dare you to try to
collect. They make sure it costs you more than it costs them, so you
don't try it the next time.
Try getting an insurance claim settled with UPS. It's a constant
exercise in obsfucation, dodge and parry, etc.
I honestly they just try and make things so difficult and drag it
out for so long that you just toss in the towel and walk away.
At least that's been my experience.
