Yes, the W123 lines all congregate under the PS front floor mat.  All
individual servos check out both in lock and unlock modes.  The locking
line heading to the hatch AND fuel door leaks grossly, but the hach and
fuel door servos are not the problem.  I would test further but not sure
where to go from here.  The diagram appears to show a single locking line
that heads toward the back but then splits into two - one heading to the
fuel door and the other up the B pillar and thence to the hatch.  I am
thinking that there must be a crack in this locking line or in the junction
where the line splits into two separate locking lines..
