The starting load on a centrifugal pump isn't nearly as bad as on a piston
pump.

But your problem sounds like it could be a bad cap.  I'd think, though,
that you'd
hear humming/buzzing because the running winding will be getting full
current
without the back-EMF it gets while spinning, and so would be drawing a lot
more
current than normal.

Squealing is not normal, and would indicate bad bearings.
