The only ones affected are the ones who didn't vote in years, but are suddenly energized to vote this year. They might be excited to vote for Trump, incited to vote against Trump, incited to vote against Hillary, or they might have quit voting in Ohio because they died or left the state, but suddenly want to vote for Hillary now. (it's this last group that people are fighting over, anybody else could have demanded a protest ballot any time they wanted one)
