I would bet your vacuum actuators are either not connected or not actuating to open the doors to allow air to get to wherever it is commanded to go. I only fooled with them on the TD, it was not easy to get at them to replace them, but doable with suitable contortions and imprecations. First thing to do would be vacuum tests on them from the line you can get at most easily, and see if you can get the doors to open by pumping or sucking on the line.

IF the fan is running slow, it could be the aspirator hose disintegrated
or was knocked out of place while they were monkeying with the blower
fan.  The aspirator system determines how fast the blower runs.

Ralph,

Are you getting air flow form the appropriate vents in each mode? I
ask because that would pin the issue on the fan, as flow would be low
regardless of the mode. In that case I would be looking at the fan.

If the flow varies depending on which mode the ACC is in, you’ve got
an issue with a vacuum actuator and a door or flap not opening all the
way.

I had the brushes changed in my heater/a/c fan motor.  Since
replacing, although the fan motor runs good, there is very little air
coming into the interior of the car.  The fan makes a sound as though
there is something blocking the air flow.  It is so low that the A/C
does not keep the car cool.  Could the motor have been installed
incorrectly thereby blocking the flow into the car?
