Sorry, I know of no selective stripper. Such a thing would be ineffective
if, as Peter suggested, the color coat was failing and providing nothing
for the clear coat to adhere to.

I much prefer application of only the color coat. Our '72 220D/8 had that
and the paint was quite recoverable from oxidation. Sure, cars with clear
coat finished are more "shiny", but I would rather trade vanity for
practicality.
