I don't think four brake lights are more blinding than two. But I agree with you that high efficiency bulbs encourage excess brightness, especially for those buying aftermarket 'upgrades'. It's the unfocused LED headlight bulbs that get my goat, followed closely by the fog lights that get turned on the week they acquire the car and never turned off.
