You really need to review the license requirement page.  It will list who can bid on what based on state and based on what sort of title it has.  In some states, public can bid on anything. In other states, public can only bid if it has a clear title.  In others, public can only bid if it has a salvage title.  This does not seem to depend on what state the auction if physically located in, it depends on what state the vehicle is titled in.  For example, I once had a car I was bidding on in Texas which public can only bid on salvage title vehicles.  This vehicle had a clear Oklahoma title so I was able to bid even though it Texas I could not.  I could bid because the title was in OK.  I ended up getting outbid though.
