Dead short: Install solid copper link instead of a fuse, and watch for the smoke..... What's so hard about that?
Intermittent short: ... Now, that is much harder... Hell, for one of those, I have to wear a WHITE shop coat and put on my blue gloves... For an intermittent short, the best fix is a glass and a bottle of 50 yr old single malt scotch. It doesn't fix the problem, but you care less about it for a while.
