Generally speaking the bigger the mower, the better the muffler. I'd also look 
at a generator muffler, especially one for a Honda generator, those are really 
quiet.
Also in general small equipment mufflers are garbage, most are just a tin can 
that contains a pipe with holes in. They really don't waste a penny on them...
If you really want it to be quiet I'd start with a small car muffler and adapt 
it down.
