Yeah, probably - at least if you linger outside at all! Any exposed mucous membranes like your mouth or nose will tell you the minute the ambient air hits them.
Another way to tell how *really* cold it is is to expectorate and see how quickly it freezes. If it turns to ice before it hits the ground, it’s very cold. I’ve done the cup of water thing, too.
