I do not think I spelled it out quite as nicely as you, I did explain I see them advertised anywhere from $1k on up to $7-8k but not sure if they are selling for that.  I just told him I was willing to pay $2k as it sits at that very moment.  He then started to talk about if he wanted to just sell it for that, or if he wanted to spend money on it and get it going.  I think he is in love with the car which adds to it in his mind.  He also talked about a grandson who told him recently he would like to come over and help him get it running.  There is that factor to.  As I mentioned before he seems to have a $7500-$12k figure in his mind for what nice ones go for.

Not to sound pedantic, but sometimes people just don’t get it unless you lay it 
out for them. It also validates your rationale for the price you offer, so they 
don’t immediately go into “lowball” mode or think you’re trying to rip them 
off. It also puts them in a position where you can suggest (nicely) that if 
they took a little time to get it cleaned up and running you might be 
interested at a higher price.

More than once I’ve done this and walked away, only to get a call back a few 
days later with a decent counter or notification that the car has been cleaned 
up and is now running.
