IMO they should be telling vulnerable people to wear N95 masks to protect
themselves. Nobody cares more about one's own health than oneself. They
will be motivated.

Telling young people who don't really have much to worry about to wear
masks that won't stop them getting the virus --- you can see why that's
a tough sell.
