There was a time when a tornado "warning" was a fairly serious situation, and specifically meant that a tornado had been spotted. Now, it just means that radar has detected conditions that are "likely" to be associated with a potential tornado. I'm not exactly sure when this changed but it seems to go along with the "dangerous heat advisories" being issued for normal summer temperatures.
