You know how you can tell if you have lead-based paint? It sticks well, and lasts a very long time. There's a reason they used lead, and it wasn't that they were rotten bastards, or cheap ones. Get the kit. Lead isn't plutonium. Just don't eat it, don't let _children_ eat it, and don't breathe it. That latter is where you have to be a bit careful. I think a pressure washer would be a good way to remove it, but you'd want some containment to keep it from going everywhere. Another good way to remove it is with a heat gun and a putty knife. Soften it and scrape off the goo.
