You can definitely reach the top of the blower to clear out debris and see if it turns by removing the cowl. Its a bit of a reach, but its possible.
Replacement requires removal of the heater box completely. Its not quite as horrible as the internet makes it out to be, but it is a time consuming job and care must be taken not to break too many things.
